  1. Tanzania Ports Authority (TPA) has set aside funds to cover for Rehabilitation of the Port (Ulenge Light House, Baggage Room, Fencing, Shed No. 6, 7 & 8 and Paving) At Tanga Port.

 

  1. TPA now invites sealed bids from eligible, reputable or are able to be registered by Contractors Registration Board (CRB) as Building Contractors Class Two (II) and above to undertake the project.

 

  1. Bidding will be conducted through the National Competitive Bidding Method of Procurement Method and procedures specified in the Public Procurement Act 2011 and Regulations, GN No. 446 of 2013 and its amendment of 2016 and Tender is open to all Bidders as specified in paragraph 3 above.

 

  1. Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the office of the Director of Procurement and Contracts, Tanzania Ports Authority, Head Office, One Bandari Road, P.O.   1. This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in Development Business on line No. WB4025-07/17 of July 19, 2017
  2. The Government of Tanzania through the Tanzania Ports Authority (TPA) has received financing from the World Bank (The Bank) towards the cost of the Dar-es-Salaam Maritime Gateway Improvement Project (DMGP) and it intends to apply part of the proceeds toward payments under the Contract for Dredging Works to Deepen and Widen the Entrance Channel and Turning Basin for Dar es Salaam Port.
  3. TPA intends to prequalify contractors to undertake Dredging Works to Deepen and Widen the Entrance Channel and Turning Basin for Dares Salaam Port.

The existing Entrance Channel for Dar es Salaam Port currently consists of a 6.5 km long one-way stretch with three (3) sections of separate distinctive dimensions. The outer section is 1.5 km long and has a depth of 10.4 m CD followed by a mid section with the same length of 1.5 km and a depth of 10.2 m CD, while the remaining inner section of the channel (Harbor Basin) is 3.5 m long with a depth of 10.0 m CD. Accordingly, the Entrance Channel now allows access of vessels up to 234 m LOA with a draft of 9.4 m.

Upon completion of dredging works the new channel will allow access of Post Panamax Plus vessels of more than 305 m Length Over All (LOA) that can carry an average of 7,000 containers, with a draft of 14.5 m and a tidal restriction of +1.0 m CD.

Further to the length of 6.5 km of the existing stretch, the dredging works shall include an extension of a new outer section by 2.0 km long to make a complete Entrance Channel of 8.5 km. The Entrance Channel shall subsequently be moved outwards in order to meet the -16.30 m CD seabed contour line and shall also be widened horizontally to enable maneuverability by long vessels. The first tuning circle will in addition be deepened to 15.5 m and widened to 250 m uniform width where the current Entrance Channel is narrower.

            It is expected that construction period will be 28 months – six (6) months for mobilization and 22 months for dredging works.

 

  1. Prequalification will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits,  edition of January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on Conflict of Interest.

INVITATION FOR TENDER

 

  1. Tanzania Ports Authority (TPA) has set aside funds for its operations during the financial year 2016/2017 and it is intended that part of the fund will be used to cover eligible payment under the contract for this project.

 

  1. TPA now invites sealed tenders from eligible Private Security Services Companies for provision of Security Services to the Dar es Salaam Port and Tanzania Ports Authority Headquarter.
  2. Tendering will be conducted through the National Competitive Bidding (NCB) procedures specified in the Public Procurement (Amendment) Act, 2016 and the Public Procurement (Amendment) Regulations, 2016 – Government Notice No. 333.
  3. Invited Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary, Central Tender Board, TPA-HQ Building, 2nd Floor, Room No. 48, Bandari Road, P. O. Box 9184, Dar es Salaam from 09.00 a.m. to 4.00 p.m. Local time, Monday to Friday excluding public holidays.
  4. A complete set of Tendering Documents in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 4 above and upon payment of a non-refundable fee of TZS 100,000.00. Payment should either be by Cash or Banker’s Cheque, payable to the Director General through the Cashier’s Office located on the Ground Floor of TPA Headquarter Building. 
  5. All Tenders must be accompanied by a Tender Securing Declaration in the format provided in the Tendering Document.
  6. All Tenders in one original plus one copy, properly filled in, and enclosed in plain envelope clearly marked “TENDER NO. AE/016/2016-17/CTB/NC/02 FOR SECURITY SERVICES AT DAR ES SALAAM PORT AND TPA HEADQUARTER” must be delivered to the address given under paragraph 4 above.
  7. Tenders will close on  20th June, 2017 at 10.00 a.m. local time and will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Conference Room No. 39 located on the 2nd Floor of the TPA Headquarter 
  8. Late Tenders, portion of Tenders, electronic Tenders, Tenders not received, and not opened and not read out in public at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.

  2. Tendering will be conducted through the National Competitive Bidding (NCB) procedures specified in the Public Procurement (2016) Act, Amended as defined in the Regulations (2016) Amended.
  3.           1.         This invitation for bids follows the General Procurement Notice for the year 2016/17 which appeared in the Daily Newspaper 

                      and Mwananchi Newspapers of 12th August 2016, respectively.

 

           2.        Tanzania Ports Authority (TPA) has set aside funds in its budget for FY 2016/17 to finance procurement of New Flow            

                      Meters for Refined Fuel Products at Kurasini Oil Jet (KOJ), Dar es Salaam Port.

 

3.       TPA now invites sealed tenders for Supply, Installation and Commissioning of New Flow Meters for Refined Fuel Products

          at KOJ, Dar es Salaam Port.

 

4.         Tendering will be conducted through the International Competitive Bidding (ICB) procedures specified in the Procurement Regulations, 2013 – Government Notice No.446 with its amendments of 2016 and is open to all Bidders as defined in the Regulations unless otherwise stated in the Tender Data Sheet.

5       Interested eligible Bidders may obtain further information from/and inspect the Bidding Documents at the office of the Director of Procurement & Contracts, 2nd Floor, Room No. 48 ,TPA Headquarters , located       at the junctions of Bandari / Kilwa Roads, Dar es Salaam from 08.00 a.m. to 4.00 p.m local time on Mondays to Friday, inclusive, except on public holidays.

 6.       A complete set of each tender document and additional sets may be purchased by interested bidders on the submission of a written application to the address given under paragraph 5 above upon payment of a non-refundable fee of TZS 200,000.00. or its equivalent in readily convertible currency. Payment should be either by banker’s cheque or cash payable to the Director General, Tanzania Ports Authority.

7.         There will be a Pre-bid meeting and site visit on 31st March, 2017 at 10.00 a.m local time at TPA Conference Room located the junctions of Bandari / Kilwa Roads, Dar es Salaam in the 2nd Floor for Dar es Salaam Port site. All pre-bid meeting and site visit are mandatory for interested bidders.

 

8.       Each tender must be accompanied by a tender security equal to USD 200,000.00 (United States Dollar Two Hundred Thousand only) in a form of unconditional Bank Guarantee or Banker’s Cheque. Bid Securing Declaration and Insurance Bonds will not be accepted. Tenders not accompanied by an acceptable tender security will be rejected.

 

9.         Each Tender duly completed in one original plus two copies should be submitted in plain sealed envelopes clearly marked “Tender No. AE/016/2016-17/CTB/G/35 for Supply, Installation and Commissioning of New Flow Meters for Refined Fuel Products at KOJ, Dar es Salaam Port. All tenders shall be addressed to the address given under paragraph  5 above; Or deposited in the Tender Box, which is located in Room No. 48 on the 2nd Floor of TPA Headquarters Building, One Bandari Road, before the deadline for submission of bids. Electronic Tenders are not acceptable.

 

10.    Tenders will close on 12th May, 2017 at 10.00 a.m. local time and will be opened publicly soon thereafter in the TPA Conference Room No. 39 on the 2nd Floor. Bidders and/or their Representatives who wish to witness the opening are welcome to attend.

 

11.     Late tenders, portion of tenders, electronic tenders, tenders not received, tenders not opened and read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of any circumstances.
